The first hybrid diesel-electric buses could be running along Atlantic Avenue by next summer, replacing the aging fleet of "VB Wave" trolleys. HRT wants to put the shuttles in Norfolk as well - to replace the downtown "NET" buses - but city leaders want to see the new vehicles before they agree to anything.
